The blue line in the register is the marker to show you future dated transactions in your account register. Transactions below the blue line are the future dated transactions.
If the transactions below the blue line are not actually dated in the future, check the date on your computer. Quicken gets the current date from the computer operating system.
Regarding having future dated transactions included in a report, ensure the date range of the report covers the future dates.

Strangely, on my main Quicken file the blue line is missing in this situation, but on another file it is there.

What is the sort order?

Tell me what sort order would restore the blue line and I will try it.

You have to sort in date order with the oldest dates at the top and newest at the bottom. You should see an upward pointing arrow on the Date column header when you have it sorted this way. If not then click the Date header to change the sort.

Right now there is no sort order indicator in the heading for any column; but nothing would indicate it is not in date order, but there is no blue line.

Are the future dated transactions actually entered in the register or are they scheduled reminders showing in the register? I am not sure the scheduled reminders would trigger the future dated transaction line.

"Right now there is no sort order indicator in the heading for any column".
That can happen if you have chosen to sort on something other than a register column ("order entered", for example). Follow bmciance's advice on getting the correct sequence.

Just to clarify. You can sort by most of the columns just by clicking the column heading. So click the DATE column heading to sort by date. You might have to click it again to toggle it so the newest date is at the bottom.
