I just upgraded to 2013 basics, I keep getting CC899 error when trying dowload transactions, what can I do?
I;ve tried restart, turn off popup blocker and anything else suggested, I still cannot connect
download error code

open Internet Explorer
open Internet Options
uncheck Use TLSv1.2

Thank you for this answer. I have gone two weeks and a fruitless 45 minute session with Quicken help and never got this answer. I had not been able to connect to my Chase account to download transactions. I followed this advice and it worked immediately.
