Quicken wiil not download Paypal transactions

I am using Quicken 2011 for Windows.  Beginning Feb 2nd, and since then (5 days in a row). I have done the One Step Update. In each case I get back
 "1 account  updated SUCCESSFULLY.
 No New Transactions downloaded,
 No Transactions to review,
Online Balance $75.78 as of 3/1/2012"  
-- However, when logging into PayPal site I have 11 transactions and $400+ waiting to be delivered to Quicken.   What's up with the 3/1/2012 date received each time I run One Step Update  and why no transactions?

Do you get transactions if you use the Account Actions > Update Now from the top of the account register? - I'm checking to see if this is a download issue or an aggregation issue.  Thanks.
